Burmese refugees enjoy holiday

Nhkum Lama said he was just 7 years old when he watched Myanmar soldiers kill his father as part of the ruthless persecution of Christians in the predominantly Buddhist country.

“We could not stay,” said Lama, now 33. “If you stayed, you faced death.”

Lama fled his hometown of Myitkyina when he was 19 and spent the next 14 years living as a refugee in Malaysia, where he faced constant harassment from the local police.

But Thursday, Lama gathered with 60 other Burmese refugees at a Baton Rouge church to celebrate his first Thanksgiving in his new home, where he is free to live and worship without oppression.

Catholic Charities, which resettled the refugees throughout southern Louisiana, organized the dinner for the group. The majority of attendees came to the U.S. less than a year ago, said Kristi Hackney, director of migration and refugee services for Catholic Charities.

Burma has struggled with political and social unrest since the 1960s. The Burmese people frequently clash with the military, and the Christian minority has been the focus of fierce persecution.

On the day set aside for giving thanks, the refugees held a Christian service steeped in gratitude for their new freedoms.

“We’re thankful for being alive and safe,” Seng Rahkawi said. “It’s not enough to say thank you. Words cannot express how grateful we are.”

When Rahkawi arrived in Baton Rouge three years ago, she was one of only two Burmese families in the area.

Rahkawi said she’s watched the Burmese community grow in both numbers and strength during the past year, culminating Thursday with the first mass gathering of Burmese refugees relocated throughout southern Louisiana.

“We depend on each other,” she said. “This was my first time meeting many of the Burmese that live outside Baton Rouge, and it’s comforting to know they’re here.”

While the Burmese community is continuing to grow as more refugees are allowed into the United States, the opportunities available to them when they step off the plane are limited, Hackney said.

Catholic Charities immediately assists the refugees with finding housing, learning English and enrolling any children in school.

But acclimating to their new life, securing dependable transportation and finding employment are major struggles, Hackney said. “They want to work and are the most hard-working group of people, but they don’t have a reliable way of getting to work, and the language barrier is a challenge,” Hackney said, noting Catholic Charities is trying to get the refugees a van to use for car pooling.

Shwe Tha and his wife, Paw Yo, were forced to flee their home in Kayin State after war erupted between the Myanmar army and the people of Kayin State, Shwe Tha said through a translator.

The couple arrived in Baton Rouge in September after spending more than 10 years in a refugee camp in Taiwan, he said.

But their new life has a new set of hardships.

“I worry night and day, night and day, about how to provide for my family,” Shwe Tha said.

But when the 55-year-old is asked if he is happy in his new home, he smiles widely.

“We are finally happy,” he said.

Farmers Fight for Their Land in Kachin State

“Every day, I can hear farmers crying. I see their despair and their tears,” said Bauk Ja, a Kachin farmer who lost her land to the Yuzana Company in December 2008. “We farmers depend on our land for agriculture. It is our livelihood and our life. Without land, we have nothing!”

The 44-year-old is the appointed leader of one of the groups of farmers in Hukawng Township, a rural area west of state capital Myitkyina. She spoke to The Irrawaddy after a State Court decision exonerated Yuzana Company Chairman Htay Myint from prosecution on Tuesday.

However, all is not lost for Bauk Ja and her fellow farmers: although the court in Myitkyina threw out the lawsuit against the company chairman, it said it would allow a case to be launched against the director of Yuzana, whose name was not revealed.

The State Court decision was greeted with skepticism by most observers who see the case as yet another signal that military cronies such as Htay Myint are above the law.

Htay Myint is known to be close to several military generals in Burma and is blacklisted with sanctions by the US and the EU. He is running as a candidate for the junta-backed Union Solidarity and Development Party in Tenasserim Division in next month's general election, and, according to sources, has upward of 100 million kyat (US $100,000) to spend on campaigning.

“We cannot omit the chairman of the company from our lawsuit, because the director is below the chairman on the company ladder,” said Bauk Ja.
Htay Myint is accused by the farmers of establishing a massive mono-crop plantation on 200,000 acres of land in the Hukawng valley.

On 23 May, SPDC authorities in Myitkyina, Kachin State, arrested over 50 youth activists during a midnight crackdown. Most of those arrested were members of the Education and Economy Development for Youth, the youth-wing of the Kachin Independence Organization. SPDC authorities also detained the Kachin Nationals Consultative Assembly leader Labang Gam Awng for one day. 27 The police accused the activists of being involved in the 17 April bomb blasts near the Myitsone dam construction site. 28 However, locals believed the 17 April explosions might have been a junta ploy to speed up the forced relocation of villagers near the Myitsone dam construction site. 29 In May, the regime stepped up relocation efforts in the Myitsone dam project area:
• 1 May: SPDC local authorities ordered over 1,000 villagers from Myitkyina and Waingmaw
Townships to help local militia to demolish houses of the about 1,100 residents of Tang Hpre
Village. 30
• 28 May: It was reported that SPDC authorities, USDA members, and SPDC Army soldiers forcibly
relocated all 63 households (about 150 people) in Mazup Village. 31
• Since April: SPDC Army soldiers from IB 138 forcibly relocated eight villages near Machyangbaw Town. 32

SPDC recruits local militias for BGF

In May, the SPDC moved to form Border Guard Forces (BGF) from smaller pro-junta militia groups as the key ethnic ceasefire groups continued to reject the SPDC’s ultimatum. 33 On 18 May, SPDC Army Military Affairs Security Chief Lt Gen Ye Myint reached an agreement with militia leaders in Tachilek, Shan State, to form BGFs from several small militia groups comprised of ethnic Lahu, Akha and Shan from villages nearby. 34 On 21-23 May, representatives from the Karen Nation Union (KNU), the Kachin Independence Organization (KIO), the New Mon State Party (NMSP), the Karenni National Progressive Party (KNPP), and the Chin National Front (CNF) met in Thailand and reached an agreement to assist one another if the SPDC launched an attack against any of them. 35

When asked about the situation back in Chin State, the Chin team replied, "There is always a way to work around the SPDC. It is dangerous, they try to stop us, but we pray and find a way. We have hope for change and will continue doing our part. We are happy to do this work."

The Arakan team leader said, "It is always possible to help the people. Sometimes it is dangerous but the people need our help and assist us in this-so we are all working together."

The PaO team said that in their area they could do many good things and they felt change would surely come. They saw no reason to give up. "We feel this is a good way to lead our lives and we believe that this work is good for our people, so we will try."

The Kachin team members said that even though it is difficult to work in their area due to the ceasefire and presence of Burma Army, there is always a way, and when they are blocked from helping Kachin people, they can then help other people.

The Karenni team medic said, "We are now glad to be able to help Karen people here and when this mission is over we will go back to our own areas to do a relief mission. You know our leaders have done a good job of building relationships among villagers under the Dictators' control and we can go to many places. The people are always glad to see us."

Arrest of Kachin youths in Myitkyina

In a surprise midnight crackdown the Burmese military junta arrested a youth leader and several ethnic Kachin youths yesterday in Myitkyina, the capital of Kachin State in northern Burma, said sources close to the detained.

The arrested were Kachin youth leader Labang Gam Awng and several dozen Kachin youths, most being members of the Education and Economy Development for Youth (EEDY), the youth-wing of the Kachin Independence Organization (KIO), which refuses to accept the junta-proposed Border Guard Force (BGF), said the sources.

This is the first arrest of its kind in the 16 year-old ceasefire between the Burman-led military junta and the KIO, where there have been mass arrests of KIO members at one go, said KIO’s sources.

Gam Awng, youth leader of the Myitkyina-based Kachin Nationals Consultative Assembly (KNCA), which represents all Kachins in Burma was arrested from his rented house in N’Jang Dung village in Tatkone, also called Dapkawng quarter in the capital at midnight by multiple security forces--- soldiers, agents of Military Affairs Security (MAS), police and quarter’s administrator.

Till now, no reasons have been given for the arrest of Gam Awng.

He served as a member of Manau Acting Committee in the annual Kachin cultural Manau festival marking the 62nd anniversary of Kachin State in Myitkyina from January 5 to11 this year.

Over 50 Kachin youths were also picked up from their houses in Shatapru quarter by the junta’s forces during the midnight crackdown, said local residents.

Sources close to the detainees said all detainees have been arrested and interrogated at the Myitkyina-based Northern Regional Command Headquarters (Ma-Pa-Kha) of the junta. No one has been released.

The crackdown on the Kachin youths came after electricity was cut off for 24-hours in the whole of Kachin’s capital, said local people.

The arrest of the KIO youths followed the junta’s arrest and interrogation of local Kachin people in the capital after the serial bombs explosions in the Myitsone hydropower project in Irrawaddy River, 25 miles north of Myitkyina on April 17.

The latest arrests follow the KIO demand that the junta release detained KIO members in the capital when they met top military officers at Northern Regional Command in Myitkyina on May 14.

The junta’s latest action reveals it is going to confront the KIO and reject its demand.

KIO officials and local military analysts see in the latest arrests of KIO youths the junta’s increasing pressure on the organization to accept the proposed BGF under the control of the Burmese Army.

Hundreds being interrogated in bomb blast investigations

The Burmese military junta has stepped up investigations by arresting and questioning hundreds of local people in connection with the April 17 bomb blasts at the Irrawaddy River Myitsone dam construction site, which killed four people and injured more than 12, residents have alleged.

Junta officials including local Military Intelligence (Sa-Ya-Hpa), police, Special Branch Police (SB), Township Peace and Development Council (Ma-Ya-Ka) and army officers are among the investigators said the resident.

“Over 100 villagers have been arrested and questioned. Some are still being detained and only a few have been released,” said Awng Wa environmentalist and the leader of Kachin Development Networking Group (KDNG).

“Yesterday at about 10 a.m. Lu Bawk and her mother were arrested. They have not returned home yet,” he added.

The Burmese Army’s Light Infantry (Kha-La-Ya) No. 29 is heading the investigations, he said.

Residents of Tang Hpre villages located at the Myitsone dam construction site are being investigated. The villagers were forced to shift from their home after the project was officially opened in 2006.

More than 15,000 people living around the dam project site fear relocation because of the construction of the hydro power project.

“They (villagers) continue to protest against the dam construction peacefully because they stand to lose their farmlands and homes. Now they have fresh troubles being interrogated for the bomb blasts,” added Awng Wa.

Investigations are on not only close to the dam construction site but some people living in Myitkyina the capital of Kachin State and Waingmaw Township, have also been arrested.

The April 17 serial bomb blasts occurred in at least five places in the offices of the dam project site in Chyinghkrang and Lungga Zup village killing four, injuring over 12, damaging seven buildings, 10 vehicles, a large electric generator, a garage, two entrance gates and a 2000 gallon fuel tank.

After the blasts over 300 Chinese dam construction workers went back to China.

“The authorities arrested some KIO members. In some cases whole families have been arrested, while in some cases it is father or the son,” said the KDNG leader.

Local businessman Ze Lum, who owns a rubber plantation near the blast sites, has been arrested along with four of his workers on suspicion because he had a problem with Asia World Company after he demanded compensation for 50 acres of rubber plantation, which was burnt down by the contractors.

The Irrawaddy Myitsone dam is being implanted by Asia World Company, junta’s No.1 Ministry of Electric Power and China state-owned company China Power Investment Corporation (CPI).

Burmese Army Shoots Five-Month Old Baby In Attack On Karen Village

On 22nd March a five month old baby boy, a five year old girl, and a 37 year old woman were killed in an attack by the Burmese Army on Khaw Hta village, Kler Lwe Htoo District (Nyaung Lin Bin District in Burmese), Karen State.

According to a local villager, Burmese Army Battalion 369 entered the village at 4.30pm and opened fire without warning, shooting at any villager in sight and firing into villager's homes, which are made from bamboo. The villagers fled into the jungle. Nine houses were also destroyed.

The three people killed are; Naw La Pwe, 37 years old and the mother of six children; Naw Paw Bo (5 years old); and Saw Htee P'Lar Htoo (5 months old). Another woman, Naw Pa Lah (27 years old and a mother) was seriously injured.

The people of the village are now hiding in the jungle, and the Burmese Army remains active in the area.

Attacks on Karen villagers have been increasing since 17th January this year. More than 2,500 people were forced to flee their homes after attacks in two areas in Karen State. In one attack a child was killed and two others injured when the Burmese Army fired a mortar bomb at a school.

On March 5th the United Nations Special Rapporteur on Burma published a report describing the attacks on civilians as so serious, with responsibility going to the top of the dictatorship, that the United Nations should set up a Commission of Inquiry into war crimes and crimes against humanity being committed by the dictatorship.

On 24th March Mark Lyall Grant, the UK Representative to the United Nations, stated that the UK would support referring Burma to the International Criminal Court.

"Day after day these attacks continue and are largely ignored by the international community," said Zoya Phan, International Coordinator at Burma Campaign UK. "Burma's generals are breaking international law, but the United Nations has not even set up an Inquiry to investigate these crimes, let alone prosecute those responsible. A UN Commission of Inquiry should be set up immediately."

The government is considering allowing the 80,000-odd refugees to work in the country.The Home Ministry and Wisma Putra are expected to discuss the issue following calls from many sectors asking the government to allow the group to work here while waiting to be resettled in third countries.Home Minister Datuk Seri Hisham-muddin Tun Hussein said the matter was being considered because the refugees’ stay in Malaysia was only temporary.“The suggestion might work but we need to look at it from all angles.“The implications need to be made known before we decide. “My ministry cannot decide on this alone. We will engage the Foreign Ministry and probably even foreign missions as well as other relevant authorities to get their views,” he said yesterday.Foreign Minister Datuk Seri Anifah Aman said the government needed to weigh all the pros and cons before implementing the new policy.“We have to study this in detail. It will benefit the country if refugees with certain expertise are allowed to work while they are here,” he said.Several parties, including the Malaysian Trades Union Congress have called on the government to allow refugees to work, particularly in labour-strapped sectors, instead of importing more foreign workers.This would help to overcome the worker shortage and, at the same time, gain Malaysia international recognition as a humane country.Refugees who are waiting to be resettled to third countries are not allowed to work but can take on odd-jobs.The government announced recently that it planned to issue identification cards to refugees so that they would not be arrested as illegal immigrants.

26 Myanmar nationals seeking asylum nabbed


PORT KLANG: The marine police in Selangor have detained 26 illegal Myanmar nationals, believed to be seeking political asylum, off the Bagan Hailam waters near Pulau Ketam off Port Klang.

Port Klang Commanding officer DSP Norzaid Muhammad Said said all of them were found in a passenger ferry that was on its way from Sungai Lima, Pulau Ketam to Port Klang at 6.30pm on Saturday.

He said 21 of them were holding United Nations High Commissioner for Refugees (UNHCR) cards issued by a neigbouring country, while the remaining five had no valid travel documents.

“Since the UNHCR card was issued by another country and not Malaysia, they cannot seek political asylum as provided for by the law. We have received information that the 26 had been earlier detained by the authorities in a neighbouring country but were ferried out by a syndicate which used speed boats,” he told reporters at his office here yesterday.

Norzaid said upon arrival from their original destination, the Myanmars, aged between 17 and 56, had stayed in Pulau Ketam for two days before continuing their journey. — Bernama

PETALING JAYA (Jan 4, 2010): IMMIGRATION director-general Datuk Abdul Rahman Othman says the department will launch a major crackdown on illegal foreign workers as early as this week.
He told China Press in a report published today that the crackdown, which was to have been launched on Jan 1, was postponed because the department had yet to finalise the arrangement with various units that will also be involved in the blitz.
"The immigration department will hold meetings with enforcement units such as the police and Rela tomorrow and Wednesday to work out details of the operations."
